Functions

  1. The Office of Educational Testing and Quality Assurance advises and assists the University Board in planning, operating procedures, and implementing activities related to testing, evaluation, and quality assurance of the University's education.
  2. The office coordinates with the Training Department, Faculties, and other units within the university to conduct testing, evaluation, and quality assurance activities.

Duties

The Office of Educational Testing and Quality Assurance has the following responsibilities:

  1. Educational testing activities:
  1. Develop and submit drafts for approval by the University Rector regarding regulations and guidelines for the safe operation of the University's testing activities.
  2. Organize the receipt, storage, mixing, and copying of exam papers for all subjects and training programs according to semesters and academic years.
  3. Execute tasks related to exam grading, managing exam scores, exam papers, and ensuring that exam results are secure, accurate, and compliant with the Ministry of Education and Training's regulations.
  4. Coordinate with training units to organize exams, check the process of receiving, copying, grading, and storing exam papers and answer sheets.
  5. Collaborate with relevant Faculties/Departments or units to develop a database system for the University's exam papers.
  6. Research, propose, and equip necessary technical equipment for organizing, grading, and evaluating exam results. Apply scientific and technological advancements to the university's testing activities.
  7. Participate in training sessions and professional development on testing activities, fully completing reports related to testing tasks.
  1. Quality Assurance Activities
    1. Develop and submit drafts for the Rector to approve regulations, processes, and guidelines for implementing quality assurance activities in the university's education.
    2. Propose quality objectives, develop programs, plans, and strategies for the university's quality assurance.
    3. Guide, consult, monitor, and inspect the implementation of quality assurance activities in all departments within the university.
    4. Oversee the implementation, monitor the progress, and evaluate the results of self-assessment and external assessment activities according to the quality assurance standards of higher education.
    5. Act as the focal point for self-assessment and quality assurance activities in the university, serving as the main contact with external assessment organizations for the university's quality assurance activities.
    6. Participate in training sessions and professional development on quality assurance, completing reports related to quality assurance activities.

Standards, Duties, and Authority of the Leaders of Office of Educational Testing and Quality Assurance

  1. Head of the Office
  1. Standards 

   - Holds a doctoral degree or higher, management experience in the education sector (5 years), possesses accreditation certificates, foreign language proficiency, and experience in implementing and analyzing domestic and international standards (AUN-QA, ABET). The individual must be reputable, possess good moral character, and strong management skills, and is appointed by the Rector.

  1. Duties and Authority  

   - Acts as the executive leader and is accountable to the Rector for all activities of the Office of Educational Testing and Quality Assurance.

- Develops plans, organizes, and manages the activities of staff and specialists in the Office of Educational Testing and Quality Assurance.

   - Assigns tasks, manages work discipline, and evaluates the performance of staff and specialists in the office.

   - Proposes to the Rector regarding recruitment, training, and professional development for the staff and specialists of the Office of Educational Testing and Quality Assurance. 

  1. Deputy Head of the Office
  1. Standards  

  - Holds a master’s degree (in educational management or business administration), with management experience in the education sector (2 years), possesses accreditation certificates, foreign language proficiency, good moral character, and strong management skills. The individual is selected and nominated by the Head of the Office of Educational Testing and Quality Assurance and appointed by the Rector.

  1. Duties and Authority  

   - Assists the Head of the Office in managing and executing the activities of the Office of Educational Testing and Quality Assurance, directly overseeing specific areas of work as assigned by the Head.

   - Is responsible for directly developing plans, organizing, managing, and assigning tasks to specialists in various areas and is accountable to the Head for the organization, management, and execution of activities in the office.

  1. Specialists of the Office of Educational Testing and Quality Assurance
  1. Standards 

   - Holds a bachelor's degree (in fields such as information technology, foreign languages, accreditation certificates), with experience in implementing ISO standards and experience in the education sector (2 years). The individual must be reputable, possess good moral character, and strong capabilities, and is selected and nominated by the Head of Office of Educational Testing and Quality Assurance. 

  1. Duties and Authorities:

Assisting the Head of the Department, Deputy Head of the Department, and other individuals authorized or decided by the Rector.

Duties of Specialized Divisions

  1. Educational Testing Unit 
  1. Specialist in Examination Score Management:
  • Update scores, input data, and issue transcripts;
  • Grade exams, input scores, and announce results;
  • Receive and adjust examination appeals;
  • Develop grading guidelines;
  • Archive exam scores and related documents.
  1. Specialist in Exam Paper Management:
  • Develop and manage exam papers;
  • Review and check the format and shuffle exam papers;
  • Develop exam paper guidelines;
  • Check exam schedules, seal exam bags, assemble and duplicate exam papers;
  • Archive exam papers and related documents.
  1. Quality Assurance Unit
  1. Specialist in International Quality Assurance:
  • Establish and develop procedures for international quality management systems;
  • Train units related to applying systems and quality standards suitable for the university's reality.
  1. Specialist in Domestic Quality Assurance:
  • Conduct internal evaluations of the university’s quality management system annually, making adjustments and revising procedures as needed;
  • Assess the quality and draft procedures to ensure that developed products meet current standards through the application of systems and quality standards.
  1. Specialist in ISO Operations:
  • Monitor ISO systems and ensure quality within the Office;
  • Ensure that produced products meet ISO standards.
  • To ensure office production processes meet ISO quality standards through auditing and monitoring.
  1.  Specialist in Educational Measurement and Assessment:
  • Design, organize, and implement measurement and assessment activities and related foundational knowledge in education;
  • To utilize expert knowledge and skills in assessment to develop and conduct measurement and evaluation activities in education, fulfilling the needs of the university and the broader community.
