Training a high-quality workforce for the semiconductor industry in Dong Nai (Article 3)

Article 3: Taiwan's training model for the semiconductor chip industry and recommendations for universities in Dong Nai

Implementing the plan, Dong Nai province assigned a delegation to visit, learn, and research the semiconductor chip market in Taiwan from March 17 to 22, 2024.

Some highlights in Taiwan's semiconductor human resources training

Associate Professor Dr. Nguyen Vu Quynh, Vice Rector of LHU joining the delegation said During the business trip, they had the opportunity to visit and learn about the chip training and production models at technological universities and businesses in Taiwan such as: Semiconductor chip manufacturing processes, difficulties and opportunities in the semiconductor chip industry; Chip development policies and models at Hsinchu Science Park; Semiconductor chip manufacturing processes at Jiaotong University; Semiconductor human resources training process from Design, Materials, Process, Devices,... They also visited chip manufacturing simulation Centers (Labs) of Minghsin University of Science and Technology, National Tsinghua University,...

Among the locations visited by the delegation, companies in the Hsinchu Science Park have left many impressions due to their chip production models. They have smooth coordination between 4 parties: Government, School, Industry, R&D Organization.


The relationship between sides in the R&D Ecosystem of Hsinchu Science Park (Taiwan)

The Hsinchu Science Park's R&D ecosystem includes Institutes and Research Centers with 8 Simulation Centers (Labs) and 10,000 engineers; 7 universities with 60,000 students and 15,000 PhDs, Professors, Associate Professors" - Vice Rector of LHU shared.

With the strong emergence and development of new technologies like AI and IoT, the huge demand for new generation IC chips, besides the limited domestic young workforce, Taiwan has policies to attract talents for this industry in Southeast Asian countries such as Vietnam, Indonesia, Singapore and Malaysia.

Malaysia and Singapore's universities have the most cooperation programs with Taiwanese universities. In Dong Nai, LHU has been implementing a number of cooperative training programs with universities in Taiwan, such as Minghsin University of Science and Technology. Accordingly, LHU will send its students and lecturers to Taiwan for training" - Vice Rector of LHU revealed.

Recommendations for universities in Dong Nai

From Taiwan's semiconductor human resources attracting and training models, the working delegation has made some suggestions for the provincial government. Assoc. Prof. Dr. Nguyen Vu Quynh personally said that he himself had participated in a PhD program in Taiwan, attended many seminars organized by Taiwan as well as was fortunate to be a member of the delegation during the above mentioned trip.

In my opinion, the first thing is the human resources. To have a stable and long-term workforce, both the provincial government and universities need to have policies that prioritize and attract students across the country to study the semiconductor chip sector, such as providing scholarships, tuition support, etc....", Mr. Quynh suggested.

In addition, local universities need to prepare resources and be ready to take on the task of training this human resource. “Currently, LHU is implementing the construction of the IC Center. Its lecturers have also participated in specialized training courses. With a relatively complete educational ecosystem, LHU will be a pioneer in training semiconductor human resources in Dong Nai and the Southeast region", Mr. Quynh also informed.

We also believe that the government's companionship in training semiconductor workforces will bring many benefits to both the province and the University" - Assoc. Prof. Dr. Nguyen Vu Quynh added.
